The Bell Scholarship

Public Service Loan Repayment Program


PURPOSE
This scholarship is intended to encourage undergraduates in the College of Arts and Science to choose careers in public service by relieving them of the debt that they would otherwise incur upon graduation (since most NYU financial aid packages include not only grants but also loans). It is our hope that this program may become a national model.


ENDOWMENT
The scholarship will be endowed at $2 million. This endowment will provide at any time ten $10,000 scholarships; it is more likely, however, that the number of scholars will vary a bit from year to year since the exact amount of individuals' unmet financial need will vary.


SELECTION CRITERIA
At the outset, scholarships will be provided to students in their junior and senior years (Thus, students will be selected at the end of their sophomore year). By that time they have declared their majors, have a better sense of their career goals, and are less likely to retreat from a commitment to public service. This late selection date will also enable us to help more students. After five years, we will evaluate the program and decide whether to open it up to students earlier in their college careers.

Selection will be made on the basis of the following criteria:

  1. An excellent academic record;
  2. Unmet financial need (which would otherwise be covered by a burdensome loan);
  3. Commitment to entering a public interest profession, as demonstrated in a personal statement, as well as by a track record of community service and (in some cases) a relevant course of study, and;
  4. An interview (for those who survive a preliminary cut on the basis of the three other criteria mentioned here)

ADMINISTRATION
The Scholarship will be widely announced and publicized. In addition, particular departments, programs, and groups in the College will also be targeted (such as Metropolitan Studies majors, certain pre-professional students, Education and Social Work minors, and members of the Dean's Service Honor Corps). In keeping with the programs' goal of promoting social responsibility, every effort will be made to identify a diverse group of students.

Scholars will be selected by a committee which will be appointed by the Dean of the College and will include at least one member of the faculty, the College Office, and the University's Office of Undergraduate Financial Aid (who will certify financial need ant help to structure individual awards). Ruti and I will also have the opportunity to review all applicants and to make recommendations.

Successful applicants will be required to sign a document committing them legally and morally to three post-graduate years of work in the public interest sector and/or in relevant graduate study preparatory to such work (e.g., study toward the MSW, MAT, or MPA degrees). Upon graduation from the College, each scholar will be tracked for three years, and if his/her commitment has not been honored, the scholarship can be paid back as an interest-free loan, pro-rated for whatever time was actually spent in public service, the amount of the repayment would go back into the endowment.


SCHEDULE
Applications will be due on April 1. Awards will be made no later than April 10. Winners will be announced at the Dean's Award Ceremony each May, after which the College will host an annual reception for us and the scholars and to foster an on-going relationship.


PROGRAM ADMINISTRATOR
